Joe Malcolm Harris was born on September 6, 1991, in Chelan, Washington to parents Joe Harris Sr. and Alice Harris.  He grew up with three sisters Kaiti, Jaicee, and Makenzie Harris.

Joe Malcolm Harris attended Chelan High School in Chelan, Washington where he played for his high school basketball team. He averaged 26.6 points and 8.0 rebounds in the senior season of his high school.

After completing high school, Harris enrolled at the University of Virginia and played for the Virginia Cavaliers.  In the senior season of his college career, he earned ACC Tournament MVP honors and was also named to the All-Tournament team and All-ACC third team.

Joe Harris was selected by the Cleveland Cavaliers as their 33rd overall pick in the 2014 NBA draft. He signed a rookie scale contract with the team on July 24, 2014.

In Harris' rookie season, the Cavaliers went to the finals under the leadership of LeBron James and Kyrie Irving to face their rivals Golden State Warriors led by stars Stephen Curry, Klay Thompson, and Draymond Green. The Cavaliers lost to the Warriors and Harris was unable to win a championship ring for himself.

Cleveland Cavaliers traded Joe Harris to the Orlando Magic in exchange for a 2020 second-round pick. He was waived by the team as soon as he was acquired. He was signed by the Brooklyn Nets on July 19, 2016. He ended the first season with the team with an average of 8.2 points, 2.8 rebounds, and 1.0 assists.

Harris improved his stats the following season averaging 10.8 points, 3.3 rebounds, and 1.6 assists. Seeing his improvement, the Brooklyn Nets re-signed him to the team on July 24, 2018, with a two-year, $16 million contract.
