Rich Luterman was born and brought up in Pittsburg and completed his graduation in 1988 from Penn State University. Luterman holds a degree in Meteorology. Before joining the news broadcast, he was serving the U.S airforce as a meteorologist.
He was commissioned as a second lieutenant through the U.S. Air Force ROTC and served four-and-a-half years on active duty as a weather officer. Rich was a weather detachment commander in Southwest Asia during Operation Desert Storm. He had a six-month tenure as a meteorologist. While serving in the airforce, Luterman was the chief meteorologist at WKTV in Utica, New York.
