Hotaru Yamaguchi was listed to the Japan-21 team in 2010 and led the team to win 2010 Asian Games. On 21st June 2013, he made his international debut in 3-3 draw with China during the East Asian Football Championship. Along with his team, he has been honored with 2013 EAFF East Asian Cup.

On 5th August 2015, Yamaguchi netted his first international goal at 2015 EAFF East Asian Cup against South Korea. Afterward, his second goal came on 6th October 2016, against Iraq during the 2018 FIFA World Cup qualification.

Following this, Colombia's Juan Fernando Quintero scored a continental goal in 39th minute. Later, Yuya Osako netted a winning goal in 73rd minute leading the team into 2-1 victory.
